The Italy student visa from Pakistan, step by step
Pre enrolment, the Declaration of Value, the funds question and the appointment in Islamabad, in the order a Pakistani applicant meets them.
An Italian student visa application is not judged on your marks. It is judged on whether the file is complete, whether the money is credible, and whether you sound like someone who is going to study. Those are three separate things and each one can be prepared.

Before the visa: pre enrolment on Universitaly
Italy requires a pre enrolment application through Universitaly, the government portal, in addition to your application to the university itself. This links your admission to your visa file. Without it the consulate has nothing to attach your application to, so it is the first real deadline in your year rather than an afterthought.
The Declaration of Value
The Dichiarazione di Valore, usually called the Declaration of Value, is a statement from the Italian Embassy in Islamabad describing what your Pakistani qualification amounts to within the Italian system. It is issued on the basis of documents that have already been through IBCC or HEC and then MOFA, which is why the attestation chain has to be finished well before this point. Some universities accept alternative recognition statements instead, so check which one your programme wants before paying for the wrong document.
What goes in the file
- Completed national visa application form.
- Passport valid for the intended stay, plus passport photographs to the required specification.
- Universitaly pre enrolment confirmation and the university admission letter.
- Attested and legalised academic documents, with translations, and the Declaration of Value or equivalent.
- Proof of accommodation in Italy for the initial period.
- Health insurance valid in Italy for the length of the stay.
- Proof of financial means, covered below in detail.
- Proof of the return or onward journey where requested.
Present the file in the order the checklist lists it, tabbed, with copies behind originals. This sounds trivial. It is not. A file that is easy to check is checked favourably.
The money question, properly
Italy expects evidence that you can support yourself for the academic year, and this is the number that changed. The MUR and MAECI circular covering academic years 2026/2027 and 2027/2028 sets the reference figure at €10,179.85 for the year, up from €6,947.33. That is a rise of roughly 46 per cent in a single step. Anyone still preparing against the old figure of about €7,000 is showing around two thirds of what is now asked for. Individual consulates can ask for more than the national floor, so confirm the current checklist for Islamabad before you book, and note the date you checked.
Far more important than the number is the shape of the account. What a consular officer is looking for:
- A history. Six months of statements showing the money sitting there beats a single large balance that appeared last week.
- A traceable source. Salary, business income, rental income or an explained sale. Cash deposits with no explanation are the classic failure.
- A documented sponsor. Almost always a parent. You need their statements, their proof of income, a sponsorship affidavit and proof of the relationship.
- Consistency with everything else in the file. A declared family income that could not plausibly produce the balance in the account raises the exact question you do not want raised.
If your statement does not look like this yet, the fix is time, not a bigger number. We look at statements before an appointment is booked and say honestly whether they are ready.
The appointment in Islamabad
The appointment is at the Italian Embassy in Islamabad for most applicants. Book as early as slots allow, because they compress badly in the run up to a September intake.
The questions are predictable, and being unprepared for predictable questions is what damages an otherwise good application:
- Why this programme, and why not the same subject in Pakistan?
- Why this university and this city?
- Who is funding you, and what do they do?
- What will you do after you graduate?
- What are the modules in your first semester?
Know the name of your programme, the name of at least one professor or the head of department, and roughly what a room costs in that city. That level of detail is what separates a student from an applicant.
How long it takes
Two to six weeks after the appointment is typical, longer at the peak of the season. Plan your flights around the decision, not the other way round, and never buy a non refundable ticket before a visa is issued.
After you land: the residence permit
The visa gets you into Italy. Within eight working days of arriving you have to apply for the permesso di soggiorno, the residence permit, at a post office, and that is what lets you stay legally for the year.
